イギリスの難民受け入れ政策、内相が大幅変更目指す デンマークを手本に
Immigration is the issue that’s provoked protests for months. Today in Crobra, East Sussex, locals were objecting to plans to house male asylum seekers at a nearby army camp. And the home secretary believes these sorts of frustrations are replicated across the UK. It is a an issue that is dividing uh our country and I see this polarization all over the country including in my own uh constituency. We have a system that is out of control. It’s unfair and is putting huge pressure on communities. Shabbana Mammud argues the UK is a golden ticket and tomorrow she’ll set out new plans to rip it up. What the new reforms will do is change that generations old assumption that sanctuary provided to refugees uh can very quickly lead to permanent settlement and all of the rights that go alongside that. We will be changing that to a more temporary process and uh the situation will be assessed every 2 and 1/2 years. Tomorrow, the government will also threaten visa bans on three African countries, Namibia, Angola, and the Democratic Republic of the Congo, unless they start accepting the return of thousands of their criminals and illegal immigrants. The Conservatives and Reform UK are calling for tougher measures. I’d go even further and say if someone gets here illegally, they shouldn’t be able to claim asylum at all and in fact should be deported within a week of arrival. And that is important because it’ll have a deterrent effect. And the Liberal Democrats are concerned about a new weight of up to 20 years for permanent settlement. So there is a danger here if the government gets this wrong and it will prevent refugees contributing to our society, paying taxes, setting up businesses, helping us grow our economy, and that will be self-deeating. The home office plans are partly based on Denmark’s tighter immigration regime, but some council caution over those comparisons. Denmark is very different to the UK. Denmark doesn’t have the same historic connections around the world. It doesn’t have the same diaspora communities. It doesn’t have English language as its language that is spoken in its country. So, as a consequence, making comparisons with Denmark, I I think are very dubious and don’t hold water. Shabbana was sent here to be bold and radical, but some Labour ministers are already skeptical about her plans, including proposals to remove accommodation and cash support from some asylum seekers. Labour has historically found the issue of immigration a little bit difficult, and the Home Secretary knows she’ll delicately need to get MPs on side if she’s to turn these plans into reality. And if she can persuade them on this, Shabban Mammud will be much better placed in a future possible leadership contest. Joe Pike, BBC News, Westminster.
イギリス各地でここ数カ月、難民申請者の受け入れについて住民の抗議が続いている。こうした中でシャバナ・マムード内相は16日午前、BBCの番組に出演し、違法移民が「この国を引き裂いている」と述べ、難民受け入れ政策を抜本的に見直すための大規模な計画を発表する準備を進めていると話した。
マムード内相はBBC番組「サンデー・ウィズ・ローラ・クンスバーグ」で、難民としてイギリスに入国した人は、定住を申請できるようになるまで最大20年待つ必要があるという措置を含めた、新政策を発表すると発言。住宅・食料・生活費補助などの難民支援策についても、一部を見直すと語った。
イギリスでは現在、難民資格を認められてから5年後に、無期限滞在許可または定住資格を申請できる。マムード内相はこの5年を20年に延長したい考え。新しい措置では、難民資格は2年半ごとに検討の上、更新されることになる。
この政策変更は、イギリスを違法移民が目指したくない目的地に変え、小型ボートによる渡航や亡命申請を減らすことを目的とするもの。
難民受け入れ政策の抜本的な変更をめぐり、具体的な詳細や実務的な内容はまだ不明で、内相が17日に説明する見通しだ。
ただし、デンマークの制度を参照したこの計画は難民支援団体や野党だけでなく、与党・労働党の一部議員からも批判されている。
